ESA Letters, Done Right.
Emotional support animal letters for established patients, written with honest clinical judgment and in line with California law.
Last updated: October 2026
What It Is
What an ESA letter is
- Clinical documentation that an emotional support animal supports your mental health
- Used most often for housing requests
- Not a certificate, registration, or ID card
- There is no official ESA registry
- Does not cover air travel
- Does not give the public access rights of a trained service dog
A letter supports a housing request. It does not guarantee approval.
California Law
What California requires
- An established relationship. At least 30 days of treatment with the clinician before a letter is written.
- A clinical evaluation. The clinician evaluates your need for the animal.
- Credentials on the letter. License type, license number, jurisdiction, and effective date.
- No diagnosis disclosed. A well-written letter does not need to share your diagnosis with a landlord.
These rules come from California Health and Safety Code section 122318.
Is An ESA Letter Right For You
When an ESA letter may fit
- You are an established PMHS patient in active treatment
- An animal helps ease symptoms of a mental health condition
- Your housing has a no-pet policy or pet restrictions
- You are asking your housing provider for a reasonable accommodation
- Your clinician can speak to how the animal supports your treatment
- You understand the letter supports a request but does not guarantee approval
If you are not yet a PMHS patient, start with therapy first. The letter comes later, if it is clinically appropriate.
What To Expect
How the process works
- Begin therapy. You start regular treatment with a PMHS clinician.
- Raise the request. After at least 30 days of treatment, you talk with your clinician about the animal and your housing situation.
- Clinical evaluation. Your clinician evaluates whether the animal supports your mental health.
- The letter. If appropriate, your clinician writes a letter that meets California requirements.
Your clinician’s judgment guides the decision. A letter is never guaranteed.
Why It Matters
Why California requires an established relationship
California passed this law to stop instant online ESA letters from clinicians who never really knew the patient. The law now requires the clinician to have treated you for at least 30 days and to complete a clinical evaluation before writing a letter.
A letter from your ongoing clinician carries more weight because it reflects real knowledge of your mental health, not a one-time questionnaire.
Myths & Facts
Common myths about ESA letters
MythAny website can write a valid letter in minutes.
FactCalifornia requires at least 30 days of treatment and a clinical evaluation before a letter is written. Instant letters do not meet that standard.
MythA landlord can never say no to an ESA.
FactA housing provider can deny a specific animal that poses a direct threat to others or would cause substantial damage. The letter supports your request but does not override those limits.
MythLandlords can always charge a pet deposit.
FactUnder fair housing rules, an assistance animal is not a pet, so pet fees and pet deposits generally do not apply. You are still responsible for any damage the animal causes.
Coverage & Getting Started
Who qualifies and how to start
ESA letters are for established PMHS patients. If an animal is part of what keeps you steady, bring it up in session and your clinician will evaluate whether an ESA fits your treatment. Not every request results in a letter, and we will not promise one at intake. Therapy itself is covered for most Partnership HealthPlan Medi-Cal members, usually at no cost.

Common Questions
ESA Letters FAQ
Can I get an ESA letter at my first appointment?
No. California requires at least 30 days of an established relationship with the clinician and a clinical evaluation before a letter can be written.
Will every request result in a letter?
No. Your clinician will tell you honestly whether an emotional support animal fits your treatment and needs.
Does an ESA letter work for flights?
No. Airlines are no longer required to accept emotional support animals in the cabin.
Do I have to tell my landlord my diagnosis?
No. Federal guidance does not require you to disclose your specific diagnosis, and a well-written letter does not need to.
Does an ESA letter expire?
California law does not set a fixed expiration date, but many housing providers ask for a recent letter. Your clinician can talk with you about updates.
Can my landlord contact my clinician?
A housing provider may verify that the letter came from a licensed clinician. Your clinician will not share your diagnosis or treatment details without your written consent.
