Nevada County spans an enormous range of terrain, from the Gold Rush-era foothill towns of Grass Valley and Nevada City up to Truckee, near the Nevada border and Lake Tahoe. With roughly 97,000 residents across 958 square miles (SimpleMapLab, n.d.), the county rises from rolling foothills in the west to towering Sierra peaks in the east, and winter mountain access can be a real barrier for residents in the higher elevations. Public transit between these towns is limited to a small county-run bus system.

Coverage & Access
PHP covers outpatient therapy with no session cap for medically necessary care and no copay for most Medi-Cal members. Nevada County has an unusual place in California mental health policy: Laura's Law, the state's assisted outpatient treatment statute, is named for a young county resident who was killed at the county's own behavioral health clinic in 2001, a tragedy that led her family to push for reforms now used statewide (County of Nevada, California, n.d.). The county's rural geography still means not every level of care is available locally.

Why Telehealth Works Here
Nevada County splits between the Gold Country towns of Grass Valley and Nevada City in the west and Truckee in the high Sierra east, with Highway 20 and Interstate 80 stitching them together across serious elevation. Winter defines the eastern county: Truckee routinely records some of the coldest temperatures in California, chain controls close the pass, and seasonal darkness settles in for months. Both PMHS clinicians, Ryan Frost, LMFT, and Dmitri Kolpacoff, APCC, see patients throughout Nevada County. There is no assignment by location — whichever clinician has availability is the one who reaches out to you.
Your First Session
After you reach out, your clinician contacts you directly, always starting with a text, then by phone or email depending on what you prefer, to confirm you are ready to get started. You will then get an email invitation from SimplePractice, our patient portal, to finish setting up your account and sign your consent forms electronically. From there you schedule a time directly with the clinician who reached out to you, typically within the same week for Nevada County patients. Your first appointment is a full intake session, 50 to 60 minutes, not a short screening call, and this is also when your Partnership HealthPlan coverage is confirmed. Sessions run on Doxy.me, a HIPAA-compliant video platform that requires no download and no account, and phone-only sessions are available if your internet is unreliable.

If You Move Counties
If you move to a county Partnership HealthPlan does not cover, you will typically lose your PHP eligibility — this is what we have seen happen with our own patients. If that happens, we talk through your options with you directly. That usually means private pay with PMHS, or asking your Medi-Cal case manager about what is called an in-county transfer, which reassigns your coverage to a PHP county. An in-county transfer requires traveling to that county to see your primary care provider, since PHP coverage is tied to where your primary care is based. Yes. Seasonal mood changes are a recognized, treatable pattern, not a personal failing, and therapy for them is covered as medically necessary care for most PHP members at no cost.
Do storms or chain controls ever cancel sessions?
No. Your session happens wherever you are, so a closed pass or a snow day changes nothing about your appointment.
I'm in Grass Valley, my daughter's in Truckee. Can we both use PMHS?
Yes, separately and confidentially. PHP enrollment based in Nevada County covers you both, and each of you would work with your own clinician.
