We accept referrals from physicians, case managers, social workers, school counselors, and other community providers.

Referral Information

Who we accept and how to refer.

PMHS is a contracted Partnership HealthPlan of California provider offering licensed telehealth therapy across all 24 PHP counties. We have same-week availability and no waitlist. Referrals can be sent directly — no prior authorization required for PHP members. Patients do not need to be located within one of the 24 PHP service area counties to receive care. Any patient enrolled in Partnership HealthPlan of California, regardless of which of the 58 California counties they live in, may be eligible for services at PMHS.

Patient Eligibility

Who We Accept

PMHS provides outpatient telehealth therapy to individuals across California. We accept the following populations:

Adults, teens, and children (with guardian consent)
Partnership HealthPlan of California (Medi-Cal) members across all 24 PHP counties
Medicare and Medi-Medi (dual eligible) patients
Court-ordered patients (diversion, probation, family court)
Private pay patients statewide

No Prior Authorization Required

PHP members do not require prior authorization for outpatient mental health services at PMHS. Patients can self-refer or be referred directly by a provider.

Telehealth Only

All services are delivered via secure video (Doxy.me) or telephone. Patients must be physically located in California at the time of each session per California BPC § 2052.5.

Referral Process

How to Refer

Sending a referral to PMHS takes less than five minutes.

Call or text us directly. Reach Dmitri directly at (925) 771-0430 to discuss the referral and confirm capacity.

Send a referral by email. Email dkolpacoff@pacmhs.com with the patient's name, date of birth, insurance, and reason for referral. A signed release is required before sharing clinical information.

Patient submits an inquiry. Direct them to pacmhs.com or have them call us. We follow up within 6 hours and schedule within the same week.

We handle the rest. PMHS verifies insurance, completes intake, and coordinates care. Coordination letters available upon request with a signed release.

No paperwork required to start. You do not need to submit forms before reaching out. A phone call or email is enough to get the process moving.

Urgent Referrals

For patients needing same-week care, call or text (925) 771-0430 directly. PMHS does not provide crisis or emergency services.

Billing & Insurance

Coverage & Billing

PMHS handles benefits verification and billing directly. Referring providers do not need to manage this on their end.

Partnership HealthPlan (PHP)

Contracted provider. Most members pay $0 out-of-pocket. No prior auth required. Covers all 24 PHP counties via telehealth.

Medicare & Medi-Medi

Medicare Part B accepted for outpatient mental health via telehealth. Medi-Medi patients may have $0 cost share.

Private Pay

Sliding scale available for self-pay patients. Superbills provided upon request for out-of-network reimbursement.

Benefits Verification

We verify the patient's coverage directly with their plan before the first appointment. No billing surprises for patients or referring providers.

Outside Our Scope

PMHS does not provide crisis or emergency services, inpatient or residential care, forensic evaluations, psychological testing, or medication management. For patients in acute psychiatric crisis, please contact 988 or the nearest emergency room.

CBT, DBT, EMDR, motivational interviewing, trauma-focused therapy, and person-centered approaches. Modality is matched to the patient's presenting concerns at intake.

This list is not exhaustive. PMHS also treats presentations beyond those featured here, including OCD, with fit confirmed at intake.

After the Referral

What to Expect

Here is what happens after you send a referral to PMHS.

A
We contact the patient within about 6 hours of receiving the inquiry to discuss fit and availability.
B
We verify PHP, Medicare, or other insurance directly before the intake appointment. No surprises.
C
The patient completes informed consent paperwork through a secure HIPAA-compliant patient portal before the first session.
D
The first session is an intake. No treatment plan commitment on day one. Sessions are 50 to 55 minutes via Doxy.me or phone.
E
If the connection drops during a video session, the clinician calls the patient to continue by phone. No session is lost to a tech issue.
F
You will be notified of successful intake and can request coordination letters at any time with the patient's signed release on file.
G
Ongoing communication is available throughout the patient's care. Reach Dmitri directly at any point with questions about a referred patient.
H
All referral and coordination communication is handled through SimplePractice, our HIPAA-compliant EHR, under a signed Business Associate Agreement.

No Waitlist

PMHS has no waitlist. Most referred patients are seen within the same week as the referral.
