Mendocino County has approximately 90,000 residents spread across 3,506 square miles (SimpleMapLab, n.d.) and is part of California's Emerald Triangle, the state's best-known cannabis-growing region alongside Humboldt and Trinity counties (Smith, 2024), and has a significant population of unhoused residents, both of which correlate with elevated rates of co-occurring mental health and substance use disorders. The county has also historically had one of the highest rates of premature death from drug overdose in the state, though recent local data shows a marked decline (KZYX, 2025). Local behavioral health resources are concentrated in Ukiah, leaving coastal and inland communities severely underserved.

Fort Bragg is the county's second-largest city with roughly 7,000 residents and limited local mental health options. Covelo and the Round Valley region are particularly isolated. PMHS provides services across all of Mendocino County via secure video, including audio-only sessions for patients with limited internet access. PHP covers your sessions at no cost and no referral is required to get started.

Coverage & Access

PHP covers trauma-focused therapy, substance use co-occurring disorder treatment, and adolescent services. Mendocino County's adolescent population faces compounding risks — rural isolation, limited economic opportunity, and high exposure to parental substance use — all of which fall within our clinical scope.

We accept Partnership HealthPlan directly and bill them on your behalf. There is no paperwork required from you before your first appointment. If you are not sure whether your Medi-Cal is through PHP, submit the form and we will check for you.

Language Support

PMHS arranges interpreter support for patients across Mendocino County, including Spanish and other languages. Note your language preference when you submit the intake form and we will have it ready before your first appointment.

Why Telehealth Works Here

Mendocino County splits into worlds connected by slow roads. Ukiah sits inland on Highway 101, Fort Bragg and the coast are an hour away over Highway 20's curves, and communities like Covelo, Laytonville, and Point Arena are further still from anything resembling centralized services. The drive between the coast and the county seat is beautiful and completely impractical for a weekly appointment. Timber, wine, and cannabis work define much of the county's economy, and none of those schedules bend easily around a midday office visit two hours of driving away. Telehealth serves the whole shape of this county at once: the same clinician is equally close to Gualala, Willits, and Ukiah.

Care From PMHS

PMHS serves Mendocino PHP members with individual therapy, trauma-focused care, substance use co-occurring treatment, and adolescent services under EPSDT. We hold evening and weekend appointments for agricultural, hospitality, and trade schedules, and telephone sessions are available where coastal and canyon internet drops. The video platform requires no download and no account. Small-community privacy is protected by design, since there is no office to be seen entering. PHP members pay nothing for covered care, need no referral, and most are scheduled for a intake session within the same week they reach out.

Both PMHS clinicians, Ryan Frost, LMFT, and Dmitri Kolpacoff, APCC, see patients throughout Mendocino County. There is no assignment by location — whichever clinician has availability is the one who reaches out to you.

Your First Session

After you reach out, your clinician contacts you directly, always starting with a text, then by phone or email depending on what you prefer, to confirm you are ready to get started. You will then get an email invitation from SimplePractice, our patient portal, to finish setting up your account and sign your consent forms electronically. From there you schedule a time directly with the clinician who reached out to you, typically within the same week for Mendocino County patients. Your first appointment is a full intake session, 50 to 60 minutes, not a short screening call, and this is also when your Partnership HealthPlan coverage is confirmed. Sessions run on Doxy.me, a HIPAA-compliant video platform that requires no download and no account, and phone-only sessions are available if your internet is unreliable.

What PMHS Does Not Provide

  • Crisis or emergency services — call or text 988, or call 911, if you are in immediate danger
  • Court-ordered evaluations or forensic assessments
  • In-person appointments — PMHS is 100% telehealth by video or phone
  • Sessions while you are physically outside California

If You Move Counties

If you move to a county Partnership HealthPlan does not cover, you will typically lose your PHP eligibility — this is what we have seen happen with our own patients. If that happens, we talk through your options with you directly. That usually means private pay with PMHS, or asking your Medi-Cal case manager about what is called an in-county transfer, which reassigns your coverage to a PHP county. An in-county transfer requires traveling to that county to see your primary care provider, since PHP coverage is tied to where your primary care is based. There is no need to sort this out alone — reach out and we will walk through what makes sense for your situation.

Getting to Know Mendocino County

Mendocino County splits between a dramatic coastline and inland wine country, and both halves offer the kind of unhurried outdoor time that can be a real complement to therapy. Whether it is a walk on the headlands or a quiet afternoon in Anderson Valley, patients here have easy access to the kind of slow, grounding environment that is harder to find in more built-up parts of the state.

Mendocino County FAQ

I'm on the coast and Ukiah is too far. Does that matter?

Not at all. Fort Bragg, Point Arena, Gualala, and every other coastal community are exactly as close to your clinician as Ukiah is. Your PHP enrollment in Mendocino County is the only geography that matters.

Is co-occurring substance use and mental health treatment covered?

Yes. PHP covers outpatient therapy that addresses both together, which matters in a county where treating them separately has often meant two providers or none. Most members pay nothing.

What if my internet cuts out mid-session?

Your clinician will call you and the session continues by phone. Telephone therapy is a covered alternative, not a lesser backup, and some Mendocino patients use it exclusively.
