Sutter County is an agricultural county in the Sacramento Valley, with roughly 98,000 residents spread across 602 square miles (SimpleMapLab, n.d.) and Yuba City as both county seat and largest city. Sutter and neighboring Yuba County are closely linked as the 'Yuba-Sutter' region, sharing much of their local economy and services across the Feather River. More than 90 percent of Sutter County's land is used for farming, mostly rice, walnuts, and prunes.

PMHS provides telehealth therapy to PHP members throughout Sutter County, no drive to Yuba City or beyond required for a routine session. Live Oak and the more rural stretches south of Yuba City have even less local access to care.

Coverage & Access

PHP covers outpatient therapy with no session cap for medically necessary care and no copay for most Medi-Cal members. Sutter is one of the Central Valley counties researchers have identified with rising psychiatric hospitalization rates (UC Davis Western Center for Agricultural Health and Safety, 2021) in its largely Latino, agricultural-worker population, a group that has historically had very low access to and use of mental health services despite high rates of psychological distress.

You do not need a referral, a member card, or prior authorization to reach out. Let us know if you need interpreter support and we will confirm what is available. Submit the intake form and we will contact you within 12 to 24 hours.

Language Support

PMHS arranges interpreter support for patients across Sutter County, including Spanish and other languages. Note your language preference when you submit the intake form and we will have it ready before your first appointment.

  • Your Medi-Cal is enrolled through Partnership HealthPlan of California, based in Sutter County
  • You are physically located in California at the time of each session
  • Any age qualifies — EPSDT covers medically necessary care for members under 21

Why Telehealth Works Here

Sutter County is the heart of the Yuba-Sutter region, with Yuba City as its seat and an economy rooted in rice, walnuts, prunes, and the processing work that follows harvest. The county is also home to one of the most established Punjabi Sikh communities in the United States, a community whose mental health needs have historically been served by almost no culturally aware local options. Live Oak and the rural stretches south of Yuba City sit even further from what limited care exists. Telehealth changes the arithmetic for all of it: care arrives at home, after work, in whatever language is needed, without a drive and without a waiting room.

Care From PMHS

PMHS serves Sutter PHP members with individual therapy for depression, anxiety, and trauma, family-aware care for agricultural households, interpreter support including for Punjabi-speaking patients, and adolescent services under EPSDT. Evening and weekend appointments follow harvest and processing schedules, telephone sessions cover rural connectivity gaps, and the video platform requires no download or account. Covered PHP members pay nothing, need no referral, and face no waitlist. We respond to every inquiry within 12 to 24 hours, and most Sutter County patients hold their intake session within the same week.

Both PMHS clinicians, Ryan Frost, LMFT, and Dmitri Kolpacoff, APCC, see patients throughout Sutter County. There is no assignment by location — whichever clinician has availability is the one who reaches out to you.

Your First Session

After you reach out, your clinician contacts you directly, always starting with a text, then by phone or email depending on what you prefer, to confirm you are ready to get started. You will then get an email invitation from SimplePractice, our patient portal, to finish setting up your account and sign your consent forms electronically. From there you schedule a time directly with the clinician who reached out to you, typically within the same week for Sutter County patients. Your first appointment is a full intake session, 50 to 60 minutes, not a short screening call, and this is also when your Partnership HealthPlan coverage is confirmed. Sessions run on Doxy.me, a HIPAA-compliant video platform that requires no download and no account, and phone-only sessions are available if your internet is unreliable.

What PMHS Does Not Provide

  • Crisis or emergency services — call or text 988, or call 911, if you are in immediate danger
  • Court-ordered evaluations or forensic assessments
  • In-person appointments — PMHS is 100% telehealth by video or phone
  • Sessions while you are physically outside California

If You Move Counties

If you move to a county Partnership HealthPlan does not cover, you will typically lose your PHP eligibility — this is what we have seen happen with our own patients. If that happens, we talk through your options with you directly. That usually means private pay with PMHS, or asking your Medi-Cal case manager about what is called an in-county transfer, which reassigns your coverage to a PHP county. An in-county transfer requires traveling to that county to see your primary care provider, since PHP coverage is tied to where your primary care is based. There is no need to sort this out alone — reach out and we will walk through what makes sense for your situation.

Getting to Know Sutter County

Sutter County is Sacramento Valley flatland surrounding Yuba City, and the Sutter Buttes rising from the valley floor are its defining geographic feature. The Buttes are the smallest mountain range in the world by some definitions and are visible from most of the county.

Is support available in Punjabi or other languages?

Yes. Interpreter support is available at no cost. Note your language preference on the intake form and we will arrange it before your first session.

Harvest season leaves no daylight hours free. Can therapy still work?

Yes. Evening and weekend appointments exist for exactly this, and sessions happen from home, so the only time required is the session itself.

Will my community find out I'm in therapy?

No. There is no office to be seen entering and no local waiting room. Your care is confidential by law and private by design.
